Looks like Cordyline australis, aka cabbage palm, cabbage tree, or giant dracaena. Comes from New Zealand originally, and it's one of those Sunset Magazine classic California plants, recommended for areas near swimming pools because it doesn't drop little leaves to clog the filters.
So, as Rurality asks (she sent me) -- where is this? I think people grow them in Florida too, maybe elsewhere.
I have a question: What on earth is going on with that poor thing next to it? Looks like the victim of some um individual with automatic hedge shears, who really wanted a box instead of a plant.

This is one of the trees in our backyard, which is in Redondo Beach, California.
The box tree was like that when we bought the house, so we just kept it up (there's another one next to it, I'll post a better photo of that side)... If we should just let it grow, I'll talk to my wife and see what she says. I didn't realize it was a big deal.
