So, after speaking to 6 different Verizon technicians, it turns out that a separate spam filter had been turned on. Once it was turned off, spam appeared within the first half-hour. Weird, isn't it? I think that Blogger must have made the S*P*A*M list somehow, because all of my Blogger-related email now goes straight to the "junk" folder.
